Rather than require students to upload their assignments as a PDF/DOC, let them just type their response into a textbox.
This would make grading WAY faster. TAs wouldn't have to download an attachment for each student. They would just see the student's response right there. Let the professor set a maximum word count for the response.
Thank you for your enhancement request. This has been implemented. You can now type into the notes box and click submit.

The notes feature is already there, all you have to do is not require an attachment.

I agree with Tamara, while it may be integrated into learning suite, It doesn't ever seem to function consistently.

This feature, if it exists, doesn't seem to function consistently. I have had a lot of students indicate that they can't submit it this way and when they have showed me, I can't figure it out, either! It comes back with an error message saying that a file must be attached.

What about displaying PDFs and DOCs on the grading page inside a frame?
